ND 911 ASSOCIATION MEETING

December 13, 2000

Introduction of newcomers: Todd Schreiner, McLean County; Mike Dannenfelzer, Bismarck/Burleigh Combined Communications; and Barb Sand from the Jamestown American Heart Association.

Ken Halvorson made a motion to approve the Minutes. The motion was second by Fred Debowey. Motion carried.

Tammy Lapp provided a report of the financials for the ND 911 Association. Vicki Berreth did a 3-day course in Devils Lake for $300 and one of the days was a refresher course, which was charged for $100. Bills were also submitted for copies, food, lodging, and mileage. Participants have not been receiving certificates of completion for the course. Jerry Bergquist made a motion to approve the bills after adjusting the mileage to 320 miles. The motion was second by Ken Halvorson. Gary Kostelecky will also be discussing the refresher course charge. He also suggested that the Training Committee come up with some guidelines for training. The motion to pay the bills was tabled until resolution. Motion to approve the Treasurer’s Report by Ken Halvorson. The motion was second by Becky Ault. Motion carried.

Old Business

Legislative Committee

Draft six was the compromise draft from the Governor’s 911 Committee. Fred Debowey presented the history of how the draft was developed and then reviewed the legislation with the Association.

The American Heart Association has reserved Memorial Hall at the Capitol on February 6th to provide awareness to the legislators.

Becky Ault received an e-mail from Dana King, Cavalier County, who had some concerns to share with the Association. Becky then read the e-mail. The e-mail was forwarded to the legislative committee. Terry Traynor also provided a response to Dana King, which was also read to the Association.

A brochure is being devised to provide bullets on the wireless situation. Wireless is no longer a second line in households; they have now come out and stated they want to be the primary service.

Training Committee

EMD was discussed in a conference call. Determined to set up on EMD Class in Bismarck in January and one in Devils Lake in March with the last day of each course being a refresher. There was an EMD training in November which was quite full.

Derek Hanson and Vicki Berreth will provide a list of class participants that need certificates. This will be handled through the Training Committee. They are also trying to set up a six-month training course for NCIC and APCO. A proctor APCO class has been set up in Devils Lake for January 23, 2000. Another APCO class will be set up at the Law Enforcement Academy in February or March.

A NCIC Course was held in November and was also full. They will try to schedule another course in March. Denise made a recommendation for the ND 911 Association to expend some monies to train other people to teach EMD to hit the eastern and western part of the State.

Becky Ault recommended developing a job description to teach EMD for the ND 911 Association. Gary pointed out that there are several prerequisites to become and EMD instructor. Derek Hanson has offered to teach other instructors for EMD.

An 8-hour NCIC refresher was discussed. The problem was coordinating with Jim Lueder at State Radio. Rick will be talking to Jim on the NCIC refresher. We also need to get Jim to schedule the NCIC testing more than once a year.

Jerry Bergquist made a motion to offer EMD responsibility and financial aspects to the APCO Board as well as possible financial support for EMD certification to instructors. The motion was second by Carmen Reed. Motion carried.

Jerry Bergquist also brought up a motion that is on the books to coordinate APCO and ND 911 Association Meetings for one year. The year is up at the end of this month. Becky Ault felt it should be left up to each board to decide whether they need to get together for a coordinated meeting.

Public Relations

Janelle Pepple passed out a one-page informational sheet. This was a recommendation by Terry Traynor to get to the legislators before they meet. She also contacted the ND Newspaper Association, and they will start clipping articles December through the end of April.

A presentation board was discussed. The options for the Association is to buy, rent, or build. Rick Hessinger will contact APCO to see if the ND 911 Association can borrow one of their presentation boards.

The meeting was adjourned until tomorrow morning.

Old Business (cont.)

Fred Debowey made a motion to disperse the brochure after approval from the Association of Counties. The motion was second by Jerry Bergquist. Motion carried. A copy of the brochure will be mailed to each Association Member with the minutes from this meeting. Barb Sand offered to send the brochures to each of the first responders through the American Heart Association after it has received approval.

 

New Business

Status of Phase I Deadline

Western Wireless will be utilizing the network based (triangulation) solution. Verizon will be using GPS. Fred Debowey reported that SRT would also be using GPS. He also handed out an article explaining handset versus network based solutions.

What are we going to do, and how are we going to request Phase I service?

Grand Forks has officially requested Phase I service. Each 911 Coordinator needs to identify how many cellular vendors provide service in their jurisdiction. A letter is sent via certified mail to each vendor identifying your PSAP and that you are ready for Phase I service. A copy of the letter should also be sent to the FCC. The FCC has stated they will "police" the requests. After the request has been made, the vendor has six months to reply.

Law Day/EMS Day

The NDPOA will be having law day on January 17th at the Great Hall in the Capitol. Space needs to be requested by December 22nd. Janelle Pepple will make the reservation. The Association would also like to participate in EMS Day. Carmen Reed will talk to her brother about making a presentation board.

Legislative Plan

Once the legislation is in session, we need to make sure Association Members are present to support it.

Gary Kostelecky recommended that Association Members present at the Capitol should have a nametag that identifies themselves as ND 911 Association Members and which County they represent. Rick Hessinger made a motion that the Association buy a nametag on an annual basis for the President of the Association. The motion was second by Fred Debowey. Motion carried.

Database Management

Jim McKay was on the original Governor’s Committee and has contacted Jerry Bergquist. He would like to sponsor legislation to have the 911 Coordinators release database information to individuals requesting it. Jerry sent Jim the Attorney General’s opinions and other information on 911 databases. Jim is not concerned about the phone numbers—just the addresses. The ND 911 Association feels that information received in the 911 Centers is for 911 response only.

Award of Recognition

The Comfort Inn was presented with a plaque from the ND 911 Association for the hospitality and graciousness to the Association.

Election of Officers

Mary Senger and Tammy Lapp are not running for re-election for Secretary and Treasurer. Mary recommended that the Secretary and Treasurer positions be combined to eliminate maintaining duplicate databases.

Garry Kostelecky appointed Phil Roquette as the nominations Chairman. Nominations were opened for President of the ND 911 Association. Phil Roquette nominated Jerry Bergquist for President. Fred Debowey requested nominations cease. Motion second by Carmen Reed. Nominations have ceased. Jerry Bergquist is the ND 911 Association President.

Nominations were opened for Vice President of the ND 911 Association. Gary Kostelecky nominated Phil Roquette for Vice President. Carmen Reed requested nominations cease. Phil Roquette is the ND 911 Association Vice President.

Nominations were opened for the Secretary of the ND 911 Association. Phil Roquette nominated Carmen Reed. Becky Ault requested nominations cease. Tammy Lapp second the motion. Carmen Reed is the ND 911 Association Secretary.

Nominations were opened for the Treasurer of the ND 911 Association. Tammy Lapp nominated Carmen Reed. Fred Debowey requested nominations cease. Mary Senger second the motion. Carmen Reed is the ND 911 Association Treasurer.

Other New Business

Jerry Bergquist provided a brief synopsis on the purpose of the ND 911 Association in the legislative process.

Fred Debowey presented Gary Kostelecky with a plaque in appreciation as President of the ND 911 Association.

The next meeting of the ND 911 Association was tentatively scheduled for February 28-March 1, 2000 in Bismarck excluding any special meetings that may need to be called due to the legislative process.

Fred Debowey made a motion to adjourn the meeting. The motion was second by Tammy Lapp. Motion carried.
