Phil Roquette talked about a news report shown on the NBC Dateline Show(2/27/01). The report talked about a 911 call from a person who was in a submerging vehicle and wanted the dispatcher to help them. In the end, the Dispatcher was unable to find the person or help them get out of the vehicle before they died. This article brings up a lot of questions on training and what is really expected of a dispatcher. SB 2067-
Wireless tax bill. So far SB 2067 has passed through Senate with no amendments. It is presently assigned to the House Finance & Taxation Committee. Jerry Bergquist emphasized how important it is for all members with representatives on this committee, to talk to these representatives and be at the hearing for this bill, if at all possible. We as an association do not want any changes/amendments on this bill...this bill has a good chance of failing if amendments are made. This bill is a joint compromise between all parties that were represented on the Governor’s 911 Committee. All members need to contact their representatives and request support for SB 2067. Concerns were brought up about the 911 tax extending to mobile phones...this legislation is intended to cover cellular phones not mobile phones. Mobile phones will not see a bill for a 911 tax...a mobile phone user is already paying a 911 tax on the wired phone line used in mobile phone technology.SB 2415- First Engrossment Engrossed SB 2415:
This bill will not allow you to give out any information on non-pub numbers...which is not a problem unless you do not know which phone numbers are non-pub. We understand that 911 Coordinators need only give information to Auditor/treasurer upon request. A motion was made by Ken Halvorson, to re-affirm what was done at the Special Meeting 2/20/01, to not support First Engrossment SB 2415 as written. This motion was seconded by Gary Kostelecky. Discussion. All in favor. Motion passed. Reasons why we will not support...the bill does not work for the State Radio Situation..too restrictive. Concerned how this may effect how we identify addresses. Jerry Bergquist & Rick Hessinger will testify against this bill at its next hearing. Jerry Bergquist will talk with Jim McKay (the person who initiated this bill) and let him know that the 911 Association would be willing to work with him on a revised version of this bill for next legislative session. This bill is presently assigned to the House Political Subdivision Committee.HB 1479-

See Special Meeting on 2/20/01 Minutes for details of changes made to this bill by the Association and motion made to support this bill with amendments was passed. This bill has passed the House and is assigned to the Senate Political Subdivisions Committee. Members discussed the following letters/email: Derek Hanson’s Letter to Ambulance Services and Vicki Berreth’s email regarding HB 1409. Tim Wiedrich, Derek Hanson & Representative Dale Severson are the key people we need to work with on changes to this bill. Jerry would like a meeting with these key people with 3-4 Association members and talk about the letters and let them know our concerns regarding this bill as it stands presently. Jerry will contact Terry Traynor and ask him how we should proceed. Motion made to re-affirm that motion made at 2/20/01 Special Meeting Stand, by Ken Halvorson, seconded by Becky Ault. All in favor. APCO Project 38:
PSAP selection for a test site for Phase I/II. Identify a PSAP in the State that will work with APCO Project 38 and Industry Leaders on implementation of Phase I/II. To create a model PSAP ready to go by setting up the entire infrastructure for phase I/II. APCO requests a recommendation for a designated PSAP from the ND 911 Association. Fred Debowey made a motion that we recommend Stark County as this designated PSAP, with State Radio as an alternate. This motion was seconded by Denise Hendrickson. All in favor. Motion carried.Public Relations Committee:
No surprise legislative news articles have been received. Brent Nelson, Ken Halvorson, Sue Finneman & Janelle Pepple are members of this committee. President reconfirms that this committee will continue.Legislative Committee Reconfirmed:

...to make the Secretary and Treasurer one position again. Tabled bylaws change until the next meeting.APCO Training Committee:
Update on training committee was given by Denise Hendrickson. The EMD Class for February 26, 27 & 28, in Devils Lake, was canceled due to lack of students. There will be an EMD Refresher Course given at the Regional APCO Conference. A three day EMD Course is in the works for June in Bismarck. Concerns were discussed on EMD training and Medical Cards used in the Dispatch Centers. Becky Ault talked about the updated Medical Priority Cards Version 11.0. You have to purchase the 4 hour training video. Stutsman County Dispatch has looked at this video and finds it very difficult training...they have pulled a couple of these new cards for liability reasons. Denise H. & Becky A. will try to get costs for instructor training for the Medical Priority Cards and try to get Derek Hanson to the next meeting to discuss this EMD Instructor training problem that we have. This was tabled until the next meeting.Old Business:
Cease from paying five (5) EMD Refresher Courses per Year:
Motion was made by Brent Nelson to have the Association cease paying for five (5) EMD Refresher Courses per year. Seconded by Janelle Pepple. All in favor. Motion passed. (Original motion is as follows from the May 14, 1998 Minutes: Brent Nelson made a motion to have the ND 911 Association pay for five (5) EMD Refresher Courses per year, around the State. This means that if you would like to host an EMD Refresher Course at your Center, and advertise to neighboring Dispatch Centers, the ND 911 Association will pay the $100 fee that Derek Hanson charges. You first have to contract Carmen Reed/Secretary/Treasurer to get the ok, then you must contact Derek Hanson to set up the training day. Your expense will be Derek’s mileage & motel costs(required for more than 60-70 miles away). Derek has no minimum number of students, but there is a maximum of 30 students per class. Jerry Schempp seconded this motion. All members in favor, motion was passed.)Legislation Update Continues:

Page 2, Line 27...leave the same...the patient can not request a specific ambulance...the closest ambulance must be dispatched. (The patient can tell the ambulance which hospital to go to if not life threatening...if life threatening the ambulance is required by law to go directly to nearest hospital.). Dale Severson will contact Rick Hessinger regarding the Fiscal Note that he wrote before these amendments.
SB 2067: It is believed that Representative Wes Belter is against it ...and Rae Ann Kelsch is pushing to vote against it. Warren DeKray, Jim Blundell & Claire Carlson are key people that we will contact to let them know what is going on with SB2067.
SB 2415: Database Bill....Talked with Mel Kambeitz & Jim Fleming, an attorney from the Attorney General’s Office...to make them understand what this bill will actually allow if it passes.
New Business:
State Trauma Committee:
Al Hanson resigned from the State Trauma Committee. Fred made a motion to nominate Janelle Pepple to be on the State Trauma Committee. Gary Kosteleckty seconded this motion. Discussion. All in favor. Motion passed.911 Coordinator on the EMS Association:
Janelle Pepple made a motion to have the President send a letter to Derek Hanson/EMS Association President, regarding getting a 911 Coordinator on the EMS Board/Member. This motion was seconded by Becky Ault. All in favor. Motion passed.Sheriff’s Association and Deputies Association requesting a liaison from the ND 911 Association:
Motion made by Don Wentz, and seconded by Renae Johnson, to nominate Ken Halvorson as the Liaison for the Sheriff’s Association and Deputies Association from the ND 911 Association. All in favor. Motion passed.NENA Update:
Janelle Pepple updated us on the NENA Meeting that will be held during the Regional APCO Conference on April 25, 2001 at 5:00 P.M. at the Radisson Hotel. Anyone interested in being a member please let Janelle know...all are welcome to the meeting. NENA will have a hospitality room at the Regional APCO Conference. Janelle will mail out this information to all 911 Association members.Wells County Incident:
A Cellular Caller requested an ambulance for a snowmobile accident...gave approximate area...Then phone went dead. This tied up ambulance..sheriff..snowmobile club(eight agencies in total were tied up). Searched until midnight. Then started early next morning. 911 call came into State Radio. Janelle asked State Radio to try to trace this call and it turned out that it was a 1-800 number...not a 911 call. The person was charged with harassment & endangerment.McKenzie County Requesting Support:
Lloyd Clock from McKenzie County & Tina Langhans from Watford City requested someone from the ND 911 Association look at their new PSAP system and help confirm they are on track. Gary told them to let us know when they are ready & we will get a couple people from the association to go to Watford City and work with them. Anyone interested in going to McKenzie County for this reason please let Gary Kostelecky know as soon as possible. The only Standards & Guidelines we have to go by are the Revised 911 Standards & Guidelines that were approved by the ND 911 Association.APCO Regional Conference:
The APCO Regional Conference will be April 24-27, 2001 in Bismarck at the Radisson Inn. If anyone wants more information on this Conference please contact...Rick Hessinger...Becky Ault ...Janelle Pepple...Fred Debowey...Dora Dillion ...Gary Kostelecky...Del Johnson...just to name a few. Ken Jarolimek %ND Division of Emergency Management talked about Severe Weather Awareness Week (April 30- May 4, 2001). Janelle Pepple, Jerry Bergquist, & Brent Nelson will work on an informational article for press release for the Severe Weather Awareness Week.Six Year Renewal of 911 Tax Resolution:
Gayla Meier via Janelle Pepple, wants to remind some jurisdictions are up for 6 year renewal of their 911 Tax Resolution...possibly new 911 Coordinators are not aware of this. Your Auditor should have a copy of the original resolution made by the County Commissioners to begin the collection of the 911 Tax. Six years past the date from when the 911 tax was initiated is when your County Commission must renew the collection of 911 Tax for another 6 years by another resolution. When the second 6 years are past and you have collected 911 tax for a total of 12 years...then you must put the 911 question back on the ballot for the public to vote on.Roundtable discussion:
Identifying dial tone re-sellers:
Ask the phone companies in your jurisdiction if they sell blocks of numbers to dial tone re-seller. If so, see if they can release the names of those companies to you. 911 Coordinators may be losing 911 revenues to re-sellers that are not collecting or submitting 911 taxes.Special Meetings of the Association:
