Meeting called to order: Meeting was called to order by Jerry Bergquist
at approximately 1:00 PM (CT).
Round Table introductions were made (see attached for members in
attendance).
NDACo: Terry Traynor introduced Russ Lindblom as our new Wireless 9-1-1
Project Manager. Also announced NDACo's Representative on the Wireless
911 Committee is Barry Cox, Benson County Commissioner. There have been
two revisions of the Cellular Company Mailing List that have been
emailed out to all 911 Coordinators & County/City Auditors. All members
mailed out to all companies on this list. There was discussion on mobile
data phones and providing phase I & II. Terry talked with State 911
Coordinator in Iowa, John Benson, who said that they are not requesting
phase I or II service from the Mobile Phone Companies. They believe
these companies will be out of service within the next two years. The
Cellular Companies may possibly be remitting 911 fees by zip code rather
than county. NDACo is giving the County Commissioners a Progress report
at the next NDACo Convention in Fargo.
Phase I/Phase II Implementation %Joe Hanna/Past President of APCO
International: Lyle Gallager % State Radio & Past President of APCO
International introduced Joe Hanna. Mr. Hanna gave history & description
of Phase I /Phase II Implementation.
Bismarck State College-Training Proposal: Janet Noah & Lori Schlosser
from Bismarck State College proposed training classes for dispatchers.
The APCO Training Committee will look at this proposal.
Meeting Adjourned: Sherwood Monroe made a motion to adjourn the meeting
until the next day. Fred Debowey seconded this motion. Meeting adjourned
at approximately 4:30PM (CT).
September 27, 2001
Meeting called to order at 8:30 AM (CT).
Motion to approve the minutes from the June 6-7, 2001 Meeting was made
by Sherwood Monroe. Gayla Meier seconded this motion. All members in
favor. Motion passed.
Motion to approve the treasurers report was made by Fred Debowey. This
motion was seconded by Becky Ault. All members in favor. Motion passed.
Association Committee Reports:
Legislative Committee report: HB 1409 (911 Standards & Guidelines Bill):
Signed Responder Agreements are required. Discussed the requirements for
rural addressing(street signs are optional). Technically all counties
have to follow the Burkle Addressing System. Questions on the EMS
Boundary requirements were brought up. Tim Wiedrich would be invited to
the next meeting. Requires State Radio to report annually to the
Legislative Council.
HB 1282: Service may be refused by an Ambulance Service. Todd Porter
(sponsor of this bill) asked for the Attorney General's opinion & found
it to be legal.
SB 2067 (Wireless 911 Fees): Requires an annual financial report from
all PSAPs to be sent to the 3 member PSAP Committee. The first of these
reports is due November, 2002. Motion made by Sherwood Monroe to allow
the Wireless 9-1-1 Committee to serve as the PSAP Committee. Gary
Kostelecky seconded this motion. All members in favor. Motion passed.
Becky Ault made a motion to give the Wireless 911 Committee the
authority to choose which Wireless Committee Member will act as the ND
911 Association's Representative on the PSAP Committee. Fred Debowey
seconded this motion. All members in favor. Motion passed.
EMS Boundary Committee: Tim Wiedrich still needs to be notified of
committee members. Gayla Meyer, Janelle Pepple & Tammy Lapp are the EMS
boundary Committee Members, & have not met as of this date.
Wireless 911 Committee: Jerry Bergquist updated members on July &
September Meetings. Handouts on the Job Description of Wireless 9-1-1
Project Manager & Draft Action Steps for this Project were discussed.
Fred Debowey made a motion that the ND 911 Association give sufficient
authority to the Wireless 911 Committee to make the necessary decisions
to implement Wireless 911. Sherwood Monroe seconded this motion. All
members in favor. Motion passed. Project 38/Project Locate: Gary
Kostelecky wants to blend this Project work with our statewide Wireless
911. On April 5, 2001, Gary Kostelecky made the initial request for
Phase I service from Cellular Companies. They have six months to reply,
which is on October 5, 2001. Gary is hoping that Phase I will be up &
running in two months in Dickinson. Gary Kostelecky, Rick Hessinger &
Russ Lindblom are going to Rapid City to meet with Western Wireless
representatives. Discussed the Salt Lake City APCO Conference and stated
that FCC will be taking wavier requests from Wireless Carriers very
seriously.
Public Relations Committee: Janelle Pepple asked to confirm if NDACo
collects news clippings on 911 Subjects. Severe winter weather article
regarding cellular phone usage will be emailed to the Coordinators to
put in their local paper. Severe Winter Weather Week is November 5-9th.
APCO Training Committee: Becky Ault reported that there are more EMD
full & refreshers courses are now available. APCO Secretary is Tammy
Lapp & registrations go through her. If you are going to sponsor a
class...you need to have a contact person and a phone with a conference
call capability. Tammy will send out an email regarding these
requirements to sponsor a class. Looking at getting other EMD
instructors trained within the state. The APCO Training Committee will
meet with Bismarck State College Training representatives.
State Trauma Committee: Janelle Pepple reported that they are attempting
to get a grant to enhance the statewide trauma system.
ND EMS Association Committee: Janelle Pepple states that it would not be
to our benefit to attend the ND EMS Association Meetings based on a
phone call she had with Derek Hanson. The group consensus was to agree.
NENA: Janelle Pepple reported that they are presently planning for the
winter conference. Today NENA has a meeting with Western Wireless. Gary
Kostelecky, Russ Lindblom & Rick Hessinger are enroute to attend this
meeting. "Nena9-1-1.org," is the website that will show the report card
for 911 status throughout the country.
Old Business:
Bylaws Change to combine secretary & treasurer. Tabled until next
meeting.
Update on PSAP Shared Services Efforts in ND: Cass County, Clay County,
Moorhead & Fargo are going ahead with combining their PSAPs.
New Business:
National 911 Day is September 11...9/11/01: Governor's Office asked if
the 911 Association would like the governor to sign a proclamation
honoring this National 911 Day. Jerry Bergquist felt we did not have
time & not to sign anything this year. Now, after the disaster, it is
unknown if this will continue to be National 911 Day. Barb Sand
%American Heart Association gave us three handouts on articles written
after the disaster on 9/11/01, regarding cellular phones &
communications.
Election of Officers: Phillip Roquette will automatically go up for the
President position, if anyone else would like to run for President they
can. Need a nomination for Vice President. If anyone wants the
Secretary/Treasurer's position they can run for it & Carmen Reed will
step down, but she is willing to take it again.
Other business:
Census Bureau Requesting Information: Some Coordinators are receiving
letters from the Census Bureau requesting information. Members discussed
how to comply with their requests. Up to the Coordinator on what they
will give out. Set up policy within your jurisdiction on how to handle
this situation, however, unpublished names & phone numbers cannot be
released.
Video Tape on 911 Call from Sinking Car: Viewed a video tape regarding a
911 cellular call from a person in a sinking car. The caller ended up
drowning. The death of this person has raised questions on how
dispatchers handle these calls.
Ken Halverson %Mountrail County had lightning strike their PSAP in
mid-July. Minot took over while repairs were made.
Round Table discussion. For next agenda...Terry Volk suggests a web
site??
Next meeting will be held on December 12th & 13th at the Comfort Inn,
Bismarck.
