Meeting Called to Order:  Meeting was called to order by Janelle Pepple at approximately 1:00 P.M.(MT).

Round Table Introductions: (see attached for members in attendance).  

Digital Mapping Forum: (Mark Luther, Jerry Marschke & Jerry Tollefson will discuss 9-1-1 digital mapping system integration. *Mr. Bob Nutsch, GIS Coordinator for the State of North Dakota will provide information on the State Hub.) Mr. Bob Nutsch was unable to attend this meeting.  Mark Luther gave a brief explanation of how the ArcInfo/Arcview Software works & how the 911 system works within the ArcviewSoftware/BullBerry System.  Gerald Tollefson talked about how a Geographical Information System (GIS) fits into a 911 System & Routing/Addressing accuracy.    

GIS Usage in Pembina County by Becky Ault: Pembina County is the first County in ND to develop their GIS Information for uses in the following county departments;  911 Dispatch, Emergency Management, Tax Assessor, Auditor & Highway Department.  For more information contact Pembina County’s Liz Beck at #(701) 265-4849 or email

EAS System by Emergency Management/Ken Jarolimek: Ken talked about the new Emergency Alert System (EAS).  Eight Counties in the state have the EAS System and are responsible for serving all counties in the state. 

Wireless Implementation DRAFT Agreements/Emergency Services Communications Cost Survey: (Terry Traynor, NDACo, & Russ Lindblom, 911 Wireless Coordinator will discuss a DRAFT emergency services communication cost survey to address the 57-40.6-12 requirement and a DRAFT wireless agreement.)

Terry Traynor discussed draft surveys.  One survey is for counties that contract with others for PSAP Service & the other survey is for PSAP Counties.  ESCS...is defined within your county.  Any questions or comments regarding this draft survey should be sent to Janelle Pepple, ND 911 Association President.  The Wireless Committee will be meeting to finalize this survey and send it out to Association members by the beginning of July.  Once you receive this survey it will need to be completed by August. 

Terry Traynor also talked about the Joint Powers Agreement.  This Agreement is for all Counties/Cities that will be agreeing to Purchase Wireless 911 Implementation.  It formally requests Phase I & Phase II at a future time.   By the end of June a final contract with prices in place for the Counties & Cities should be sent out to all entities to sign.  Have your States Attorney look at the draft contract; if there are any questions or concerns, you need to contact Terry Traynor.  If any County/City decides to not sign...then they will not be a part of the Statewide 911 contract.  Once these contracts are signed then the Wireless 911 funds will be released & able to be used for the 911 System. 

Business Meeting: 

Meeting called to order by Janelle Pepple at 4:00 P.M.(MT).

Approval of Minutes for March 12-13, 2002:  Motion made by Ken Halvorson to approve minutes from the last meeting. Seconded by Mike Dannenfelzer.  All members in favor.  Motion passed.

Treasurers Report:  Carmen Reed reported a balance of $4,764.36 as of 3/11/02. Motion was made by Becky Ault to approve the Treasurers Report. Seconded by Gary Kostelecky.  All members in favor.  Motion passed.

Old Business:

Bylaws Change:  Add Member at Large.  Subject Tabled.

APCO Winter Conference Update: Gary Kostelecky reported on the APCO Conference held in Mandan.  The next APCO Conference will be held in Wahpeton on August 26-27, 2002.  There will also be a ND APCO/Dakota NENA Winter Conference held in Bismarck in February/March 2003.

New Business:

Wireless Committee Report: No Report.  Committee has not met since last quarterly meeting. We are attempting to get Wireless 911 Implementation pricing figures for Budgets as soon as possible.

Legislative Committee Report: No Report.  Committee has not met since last quarterly meeting.

Other Business:  

* The Good Morning America Show is doing segments for all states...wants a good 911 story to report on.  If any one has a good story for this please contact Rick Hessinger at State Radio.

* Gary Kostelecky, Janelle Pepple, Don Wentz & Dora Dillon met with Williams County City Council, Fire & Ambulance Personnel to discuss 911 in Williams County.  They will be putting the 911 issue on the November ballet.  Ray, ND is the one that decided to take this up.

*Becky Ault made a motion to pay travel /per diem expenses of 911 Coordinators representing the ND 911 Association.  Denise Hendrickson seconded this motion.  All members voted nay.  Motion fails.  Any requests for reimbursement from the ND 911 Association will be looked at by the Board as they are received.

*Jerry Bergquist talked about the American Heart Association making up a multi-state committee that will look at 911 Procedures.  They are looking for a ND 911 Association Member to be on this Committee.  Contact Jerry Bergquist if interested.

*Bob Nutsch is requesting a 911 person to represent the ND 911 Association on the State GIS Committee.  Contact Janelle Pepple if you are interested.

Meeting called to order at 8:30 A.M.(MT).

Dickinson PSAP Tour/Phase I Technology:  Gary Kostelecky gave a tour & update on the progress of the Stark/Dunn County 9-1-1 PSAP. 

Wireless 911 Update and Project 38/Project Locate Update: (Russ Lindblom, 911 Wireless Coordinator, and Gary Kostelecky, Stark/Dunn County 911 Coordinator).  Russ Lindblom explained how Phase I & II will technically work on the network.  He talked about Wireless 911 negotiations and how important it is that we are doing this as a state. This will enable all counties/cities to save money on Wireless 911 Implementation costs.  Each PSAP will have to work individually on the ability to receive Phase I & II wireless signals.  Quest will work with anyone who may want to switch their Wire-Line Database over to Intrado...it may be cheaper to go this way ...talk to Russ Lindblom if you are looking into this possibility.  Russ suggested that if anyone has any questions about anything please contact him.

HB1409: (Mr. Tom Henning, Stark County States Attorney will provide his interpretation of the Attorney General Opinion released earlier this month.)  Mr. Henning states how far away you are in time is the closest ambulance to send.  It is clearly a matter of time response.  The Level of necessary response required may require a tiered response.  The 911 Coordinator is responsible for making a good faith effort in drawing the ambulance lines and predetermines who will be called to the Medical Emergency Scene for the Dispatch.  Ambulance lines will change in the future as new Ambulance or Quick Response Units are developed or dissolved.  Tim Wiedrich & Shelly Arnold from the State Health Department were also present and gave comments.
