Meeting called to order by Terry Volk at 1:00 P.M.(CT).                                                   

 

Business Meeting: 

Round Table Introductions were made: (see sign in sheet)

Approval of Minutes for December 9-10, 2002:  Motion made by Janelle Pepple to approve minutes from the last meeting.  This motion was seconded by Gary Kostelecky.  All members in favor.  Motion passed.

Treasurers Report:  Carmen Reed reported a balance of $4,885.38 as of 03/04/03.  Janelle Pepple asked if a bill could be paid by the Association for Life Savors purchased for Law Day, which was held at the State Capitol in Bismarck.  Al Morken made a motion to pay bill for Life Savers.  Jerry Bergquist seconded motion.  All in favor.  Motion passed.  Fred Debowey made a motion to approve Treasurer’s report.  Gary Kostelecky seconded this motion.  All in favor.  Motion passed.

Presentation of Past President award to Janelle Pepple: Terry Volk presented a Plaque to Janelle Pepple in appreciation for her hard work as president last year.

 

Old Business:

Committee Reports:

        Signing-Reinold Kellar & Jerome Horner from DOT talked about the proposed policy sent out to the membership on counties utilizing stop signs on state routes for street name signs. 

        Legislative- Jerry Bergquist reported on legislative issues.  SB2064 will enable State Radio to charge the fee for wireless telephones.  SB2192 defines services for Reverse 911 and releases the PSAP from the liability of this service, except for wanton disregard of duties.  There is a Bill regarding notifying emergency personnel when a large grain train is unloading or loading at an elevator that may block roads.  B1480 requires the dispatcher to send licensed Emergency Units and not required to send non-licensed units...like first responders to the scene of an emergency.   Jerry Bergquist, Janelle Pepple & Rick Hessinger met with Mary Kelch to put together a small paragraph that would make all 911 information (911 taped information & information within the 911 database) confidential.  They will work on this next legislative session.   HB 1143, the intent of this bill is to exempt information; would allow the 911 Coordinator the power to decide if certain 911 information should be released to the Public or not.

        Wireless- Russ Lindblom gave a report on the Wireless activities.  NDACo has signed the Wireless 911 contract with Qwest.  This means that each County/City’s Wireless funds are now released and can be used for the purchase of wireless equipment.  Russ is working with the assigned manager from Qwest.  The SS7's have both been updated.  Contacting PSAP 911 Coordinators as things are being worked on.  Fargo-Moorhead Combined Dispatch will let us know this month if they will be going in on our Statewide Wireless System.  Every 911 jurisdiction in state is now collecting a one dollar 911 fee.  Russ will be working in the future with all PSAPs on Wireless Phase I.  The ND 911 Association was awarded a $267,000 Grant from the Public Safety Foundation of America (PSFA).  This Grant is to help us pay for the nonrecurring charges for Statewide Wireless 911.  A Video was shown regarding this press conference held when receiving these monies (This video can be seen through the ND 911 Associations website).  Local PSAP’s are encouraged to put in for their own grant monies from the PSFA.   Grant monies are still available from the PSFA.  Request for phase I as a state will be done when Fargo makes a decision on whether they are going with us or not. 

            NENA/APCO-Gary Kostelecky.  An update on the NENA /APCO Conference was given.  Requested money for conference.  Janelle Pepple made a motion to donate $500.00 from the ND 911 Association toward the NENA/APCO Conference.  Jerry Bergquist seconded this motion.  All in favor.  Motion passed.

            GIS Committee- Rick Hessinger.  Hope to have a meeting during this conference.  Putting together a mapping concept that will work for everyone for Wireless 911 Phase II mapping.  Major issue of a base map.  Becky Ault stated that,  is the website that shows the mapping standards used by the ND GIS Hub.  The GIS Committee is looking for uniformity of base maps throughout the state.  Possibly have phase II in place by 2005 for North Dakota.  It is easier to get large grants when we work as a state on these types of projects.  Mapping issue is a spin off from Phase II.  Phase II will only deliver the data stream to include a longitude/latitude, to the PSAP.  It is the PSAP’s responsibility to obtain maps that will be able to interpret this data stream.  Request that the standards on the hub be followed by those doing mapping at this time, these standards are the same as the Federal Mapping Standards.

        Public Relations- Janelle Pepple.  The ND 911 Association set up a booth at the Capital on Law Day.  The EMS Association decided to not do an EMS Day.  Heart on the Hill day decided there was no reason for the ND 911 Association to be present.

        Amber Alert Program- Rick Hessinger & Wes Hendrickson.  A report on the Statewide Amber Alert test done on February 6, 2003 was given.  Plan to do this type of test on an annual basis.  FCC regulations prevents us from doing tests more than once a year.  The EAS System is an integral part of the Amber Alert System. 

 

New Business

Citizen Corps ND Council- A program started to help train people in local communities to handle emergencies within their communities.  Trains persons to help in a disaster situation before the first responder arrives.  For more information look at   Train the trainer courses are presently set up for the Minot & Wapheton areas.  Once the Citizen Corps Council is developed in an area, it is hoped that the Emergency Manager will be working closely with this Council. The state is trying to get Workers Compensation coverage for these volunteers.          

Website-Terry Volk gave a presentation of the ND 911 Association Website.  Talked about opening up the website to vendor advertising.  Brent Nelson made a motion to solicit vendors for our web site that specifically deals with Public Safety Services & Products with a disclaimer that we have the right to refuse anyone & we do not endorse any of the advertised products & services.  Jerry Bergquist seconded this motion.  All in favor.  Motion passed.  Talked about price of charging these vendors per year.  Brent Nelson made a motion to charge $100 per year per link.  Allan Morken seconded this motion.  All in favor.  Motion passed.
