Meeting Minutes

 

I. Thursday, May 19, 1994

Meeting was called to order by President Jerry Bergquist at 1:00 pm. He then made administrative announcements regarding building layouts, etc. Rick Hessinger made an APCO training announcement as well.

Keith Seaver spoke about the future GPS. Rick Hessinger spoke about pc's and cellular growth with graphic ALI. Oivind Helland spoke about digital switches.

Trosi Nyquist informed the Association that a new tariffs have been drafted and will be available for distribution after it has been filed with the Public Service Commission. She also introduced Russ Lindblom as the new US West representative for 9-1-1 in North Dakota.

Jerry Bergquist then gave a report from the last Governor's Committee meeting in Fargo. The next Governor's Committee meeting is June 22nd & 23rd at the Trails West Motel in Devils Lake.

Motion: To make a recommendation to the Motion by: Chuck Wilz

a standard rather than a guideline. Vote: Unanimous

 

Rick Hessinger and Wes Hendrickson spoke about a 9-1-1 checklist handbook or possibly two: one for start-up and one for standards and guidelines. Any input from the association should be given to Wes.

Discussion was held regarding call transfers to other PSAP's. A proposed transfer policy was handed out at the meeting. The aspects of liability and transfer standards were discussed. Consensus is to follow transfer guidelines as common courtesy.

 

 

II. Friday, May 20

Meeting was called to order at 8:00 am.

Subcommittees on training, orientation, and GPS were discussed. Consensus is not to get too formal. Keith Seaver will continue to work on GPS. Wes Hendrickson will work on a handbook.

Discussion regarding appointing a representative to the Governor's Committee was held. A letter needs to be sent to the Governor's Committee endorsing the representative.

The Emergency Medical Dispatch course being held at the ND Chapter of APCO Spring Conference May 23 and 24 was discussed.

Dennis Smetana informed the Association that UND-Lake Region has not renewed his training contract, but he will continue to teach the APCO 40-Hour Course for groups of ten (10). Cost is $325.00 per person.

The ND Chapter of APCO, the 9-1-1 Governor's Committee and the POST Board will discuss 40-Hour training course schedule at the Academy.

Discussion regarding 9-1-1 surcharge on cellular phones was discussed. Jim Heck from ISD, Carol Lindsey from Cellular One, and Ted Benson from Pacific Northwest voiced their concerns. Cellular One stated that they are opposed to a 9-1-1 surcharge on cellular at this time. Cellular One also discussed the possibility of a cellular representative on the Governor's Committee.

Frank Gross from the Postal Service spoke to the Association regarding rural addressing maintenance problems: who assigns new addresses, etc. Seems to be a lack of continuity for addressing and he has trouble reaching 9-1-1 Coordinators.

Tim Weidrich gave a slide presentation on Trauma Care. There are problems in communications between hospitals and procedures implemented under trauma code situations. Discussion was held regarding communication etc. questions such as the use of plain English or trauma codes; how to implement plan; and who has copy of plan.

 

Next Meeting

The next 9-1-1 Association meeting is scheduled for September 29th and 30th at the Jamestown LEC. Meeting to begin on the 29th at 1:15 pm.
