Minutes

Meeting called to order at 1:05pm by President Steve Conmy.

Administrative announcements and description of agenda items. Round table introductions.

TRAINING SCHEDULE...

Chuck wills spoke on the training schedule for EMD, NCIC and APCO for the coming months. Chuck discussed the problems encountered in getting the APCO course paid for. From now on, all students taking the APCO course through the 9-1-1 Association, must pre-pay the tuition and workbook fee in advance, or at a minimum bring full payment with them to the class!

The training center is looking for help in acquiring additional teaching aids such as EMD flip cards etc..

Job Service North Dakota is discussing the "possibility" of assisting, on some level, in funding for additional students to take part in the APCO training. Chuck will keep the association posted on this issue.

EMD TRAINING STANDARDS...

Tim Weidrich addressed the association on the issue of EMD training standards and certification.

Questions discussed included...

Should EMD state certification be mandated?

Should EMD certification be administrated through the ND Dept. of Health, as is Emergency Medical Technician (EMT) training now?

Should there be a "statutory" based requirement for EMD certification?

Some members stated that they did not want to see a mandate on the issue, nor did some want the health department having anything to do with administrative rule over EMD training.

Al Hanson made a motion to support the "concept" of certification, and have the health dept. keep the association informed on the issue. Motion 2nd by Becky Ault. No vote, Steve suggested a short break and then go back to the motion.

After the break, more discussion on the motion. Motion carried to support the concept of EMD certification.

More discussion on 9-1-1 dispatch training standards.

Minimum standards today!

EMD=20 hours, pre-requisite-CPR certification.

APCO=40 hour course.

A motion by Al Hanson, 2nd by Kornard Burkle to send out a survey to all members of the association to ask 2 questions...

1. Who should do the EMD certification?

2. Should a refresher course be part of the minimum requirements?

Motion carried, Secretary will send out the survey, and the results will be discussed at the next quarterly meeting.

Brief discussion on the turnover of US West territory to independents. Both technical and financial issues were discussed. The issue of TDD tax increase also discussed.

LAKE REGION 9-1-1 SYSTEM...Del Johnston.

Del reported on the progress of the 5 county regional center. In house database, communications system, addressing etc. January 1st, 1997 expected live date.

Adjutant Generals Advisory committee report. (9-1-1 study) Review of final report of the 9-1-1 study committee.

Jerry Bergquist...

some of the 9-1-1 study committee recommendations included:

State Radio should continue to be in the 9-1-1 business.

State Radio should continue to be under OMB

State Radio should not be represented on the State 9-1-1 Advisory Committee, nor should the following...OMB, Health Department, Commercial Telephone Companies and Independent Telephone Companies.

The study committee recommends the following be added to the State 9-1-1 Advisory Committee...North Dakota Telephone Association, 2 members of the ND House of Representatives and 2 members of the ND Senate.

 

At some point, a copy of the final report will be available to our association.

According to Charles Wilz, "The Adjutant General will present the 9-1-1 Study Committee Final Report to the Legislative Taxation Subcommittee on June 12, 1996 at 11:00 - 11:20 AM central daylight savings time in the North Dakota Senate Chambers"

Governors 9-1-1 Advisory Committee report.

Jerry Bergquist...

Some of the plans recently approved by the committee include: Wells, Foster, Stark, Dunn, Minot\Ward, Burke, McHenry, Lake Region and Mountrail.

The final meeting of the Governors 9-1-1 Committee will be June 18th in Medora.

Open forum issues discussed..

Standard and Guidelines, EMD (briefly)

Membership attendance..

Some members feel those with a vested interest in 9-1-1 issues, and on the association mailing list, are not attending meetings, but still getting the benefits of minutes and meeting notices etc. This association is being asked for it's recommendations on several issues, we need more input from the membership.

Only paid members should receive minutes and meeting notices.

ND 9-1-1 Association Constitution & Bylaws...

Discussion on proposed changes, additions and deletions. Further discussion tabled until business meeting.

Business meeting

Membership, 43 paid members as of 5-21-96.

Minutes of last meeting and sec\Treas report. Motion to approve by Kornard Burkle, 2nd by Jerry Bergquist. Passed.

By Laws Committee...

A motion to table changes and mail them out to members. Motion by Clint Fors, 2nd by Charles Wilz. Passed.

Proposed changes will be mailed out with next meeting notice, 30 days in advance of meeting date.

Minutes...

Janelle Pepple stated she would like to see the minutes more detailed. She feels there is not enough information included. Steve recommended we look into the possibility of purchasing a tape recorder. Chuck stated it might be cost prohibitive. Brad will check into it.

 

Membership...

It was suggested by several members to send one more membership notice to all unpaid individuals on the mailing list. If no answer is received by the secretary by June 30th, they will be dropped from the association mailing list.

Motion on above by Kornard Burkle, 2nd by Kara Carr. Passed.

The next meeting will be held in late August.
