Meeting called to order by President Steve Conmy at 1pm.
Administrative announcements, round table introductions and brief description of agenda.
EMD TRAINING-Derek Hanson...
83 have been trained in the last year. Derek explained the need to get refresher courses scheduled for 1997. The EMD course has been "on the road" as of lately but will resume at the training academy when construction work is completed.
Derek will make available to PSAP's a list of EMD trained people.
Various out of state professional dispatch trainers will be attending the October state EMS conference in Grand Forks.
There will be some changes in the Clausen computer program soon. The new version will be more costly.
Derek updated the association on the D.O.T. updated EMD curriculum including 3 new training manuals, and a new guide for managers. Derek discussed the difference between the D.O.T. and APCO EMD courses. Clausen is still used, the difference is the new D.O.T. study guide and curriculum.
The next EMD course is scheduled for October 7th, 8th and 9th in Langdon through the sheriff's office. A refresher course will be held in Grand Forks on October 25th.
It was suggested that a survey be sent out by the association to determine how many PSAP's need training, and what type is needed over the next 12 to 18 months.
Chuck Wilz asked how many states have post board's taking responsibility for dispatcher training. Derek will try to find out more at the National EMD conference. He stated he is willing to work with whoever oversees the issue.
EMD SURVEY...
Survey results were discussed. Rick Hessinger recounted discussion from the last meeting concerning the issue of the ND State Health Dept possibly making EMD

training for dispatchers part of administrative rule. Derek stated that the state health department is the obvious choice to handle EMD training.
Rick Hessinger..."this sets up a good 6 year cycle of training and certification, with refresher courses every 2 years"
US WEST CONVERSION TO SCC AND 9-1-1 NET SOFTWARE...
Steve Conmy said Morton County is seeing problems in the conversion process. Mary Singer of Bismarck\Burleigh 9-1-1 shared some of the issues she has dealt with during the conversion, such as updating windows 3.1 to 3.11 etc.
Russ Lindblom spoke on the transition, stating that the process is ongoing. E-Link is done and the new software (9-1-1 net) has been sent out. Lisa Woodward is the liaison person for the transition and hopes to be at our next meeting. Tracy Houston is the North Dakota contact person at SCC. MSAG and record changes can still be faxed to SCC.

Russ stated that directory assistance no longer sends info to 9-1-1 database from the independent telco's
Steve Conmy, Mary Singer and Brad Woods discussed the fact that many records were not being updated at US West in late May, June and July. Both SCC and US West were (for a time) not accepting any updates. This seems to have been resolved.
Steve stated that those systems contracting with state radio need to pay close attention to how their records are being handled, now that other telco's may be responsible for their area.
Russ mentioned that US West administrative fees taken out of the one dollar surcharge will be reduced from .05 cents to .03 cents as of January 1st, 1997.

FCC FINAL REPORT AND ORDER ON CELLULAR...
Chuck Wilz reviewed the revision of the FCC Commissions rules to ensure compatibility with enhanced 9-1-1 emergency service calling systems.
U.S.P.S.
Frank Gross discussed the availability of address lists and the difference between a postal address list and a list of 9-1-1 addresses.
9-1-1 systems "can" give out lists of 9-1-1 addresses, but it must be clear that this list is not a list of postal addresses, mainly because there are no PO boxes listed.
The post office will update large lists, if the list is provided to them in correct order, sorted by route.

ADJUTANT GENERAL'S FINAL REPORT...What it means to the association.
Jerry Bergquist reviewed the report and it's final recommendations. Members of the association were each mailed a copy.
Discussion on report...
What position does the association take, do we make recommendations to the legislature? What about communications compatibility, or lack of!
The report will most likely now go through legislative review.
Doug Friez..."The study was started by the legislature, they will look at the report and decide what action to take, if any. The 9-1-1 association will most likely be looked to for some direction in terms of possible legislation that may result from the report"
Clint Fors..."Do we, as an association, endorse in concept the recommendations of the Adjutant General's 9-1-1 Study Committee?"

Old business...
Chuck Wilz...NDIRF grant application from the 9-1-1 Association for training materials has been approved in the amount of $9,500.00
New (updated) map of 9-1-1 counties will be distributed to members.
D.E.M. will allow association to borrow tape recorder for meetings.
New business...
Elections will be held at the next meeting.
Next meeting will be on Tuesday November 12TH, 1pm - 5pm and Wednesday November 13th from 9am - noon. Comfort Inn, Bismarck. A block of rooms will be reserved.
