AT&T LETTER ON PURCHASE OF DIAL TONE.

Group discussion on AT&T letter relating to the proposed purchase of dial tone.(long distance carriers providing local service)

*Will a US West or an independent telco permit a long distance carrier to enter a local central office for programming purposes?

*Steve Conmy suggested all PSAP's contact current telco's and find out how they see this evolving. How would address information, etc follow the phone records.

*If a block of phone numbers are sold, who would maintain those lines and phone records?

LINE CHARGE SURVEY.

Group discussion on survey sent out by Del Svalen on "How much does your telephone company charge per record for changes\updates?

*Steve Conmy stated that the last time this issue was brought up it caused problems with some telco's, for that reason Steve said he did not respond to the survey.

*Chuck Wilz commented that in his situation he finds that if a telco gives his office a solid 9-1-1 address, fine. But if there is no 9-1-1 address associated with the change or update he's not going to pay for incomplete information.

POSITION PAPER ON ADJUTANT GENERAL'S FINAL REPORT.

*Chuck Wilz...Who is to say what counties should be going to state radio for 9-1-1 services? Some of the 20 are able to be on their own, while others have no choice but to go to state radio!

*Doug Friez...Do we need an explanation on this issue saying "no other feasible alternatives"?

*Tom Sorenson...Yes, an explanation should be stated.

*Chuck Wilz...How do we deal with the issue on the limit of 20 counties going to state

radio, why not 25 or 30. Who decides this?

Chuck Wilz motion to remove astrict statements from sec 1 part 1 & 2.

Second by Sherwood Monroe.

Motion by Sherwood Monroe to remove word "strongly" in sec 1.

Second by Doug Friez.

Verbal vote too close to call.

Chuck Wilz and Leo Banderet stated there needs to be some type of Governors 9-1-1 Advisory Committee in place.

Doug Friez...I think the leaders of this association need to contact the governors staff to discuss this issue directly.

Motion by Becky Ault to accept the position paper as it now reads with changes made.

Second by Leo Banderet, passed.

Chuck Wilz motion to add notation to position paper addressing the issue of some counties in limbo because of the legislative limit of 20 counties going to state radio.

Fred Marquardt second.

Discussion.

Chuck Wilz withdraws motion, Fred Marquardt withdraws second.

Position Paper committee will meet today to discuss the wording of the notation and where it should appear. Committee will bring recommendation to full committee during tomorrow's session.

STAR NDHP\STAR 2121. CELLULAR ONE

Steve Conmy...at a previous meeting of this association, Carol Lindsey of Cellular One asked the association to endorse some type of cellular number to report highway emergencies, etc. At that time the association members felt that calls should be directed to 9-1-1, and properly routed to the closest PSAP.

Discussion...

*Why not just dial 9-1-1?

*How will the public define roadside assistance vs an emergency?

*Does North Dakota need another number? Are we that busy?

*Will dialing "star 2121" waste time if it turns out to be an emergency?

POSITION PAPER ISSUE (CONT.)

Additional notation to Position Paper, Sub-committee report.

*In addition to the recommendations covered in the Adjutant Generals Final Report, the North Dakota 9-1-1 Association recognizes there are still several counties in North Dakota that will need a method to deliver 9-1-1 services. It is recommended that legislative criteria be developed regarding 9-1-1 that apply equally to all counties.

Becky Ault, motion to accept position paper in this form, as written.

Question...what do we do with the position paper now?

Chuck Wilz...I think we should send this to members of the legislature, and a sub-committee meet with the majority leaders.

Rick Hessinger...minority leaders should also be involved.

*It was also suggested that all members of the ND 9-1-1 Association personally contact our local representatives and senators to discuss the position paper.

*The new sec\treas will send with the minutes of this meeting, a copy of the revised position paper.

*Chuck Wilz will contact legislative leaders on how to set up a meeting with the association executive board.

WIRELESS LEGISLATION FOR THE 97 SESSION.

Chuck Wilz on "proposed" legislation...

*Discussion on how dollars would be dispersed by cellular companies to state treasurer, then on the counties & state radio. This being based on population percentages.

*According to the FCC ruling, wireless providers are not required to do anything until a method of cost recovery is established.

Chuck...this proposed wireless legislation is based on existing legislation in many other states. Information on existing wireless legislation was solicited from all 50 states. This page 4

draft is based on that information!

*Jerry Bergquist...we really don't have a choice but to use this legislation draft and let it get hashed out during the session.

Sherwood Monroe, motion to foreword this draft from the ND 9-1-1 Association to the legislature.

Discussion...Foreword to legislative leaders or the legislative resource council.

TRAINING\SURVEY.

Brad Woods...20% of the members responded to the "Training Needs Survey"

Chuck Wilz...not enough interest in the 40 hour APCO, much more need in the EMD course. There is a 40 Hour APCO on December 2nd, and the EMD is being offered on December 9th.

*How should we set up the training for 1997?

*Suggested 4 classes of EMD and 4 classes of APCO.

*Possibility of using interactive television through the continuing ed. program at one of the colleges, otherwise it would be cost prohibitive.

BUSINESS MEETING

Review of minutes from last meeting and treasurer's report.

Chuck Wilz motion to accept sec\treas report.

OLD BUSINESS

Chuck Wilz report on possible grant from the ND Insurance Reserve Fund to purchase training materials etc. Grant on hold at this time. Because of the 9-1-1 related issues brought up during the last legislative session, the insurance reserve wants to wait until after the 97 session. Bob Martinson and John Dorso endorsed the ND 9-1-1 Association's efforts to acquire the grant. However, the insurance reserve still wants to wait. Chuck will attend one of the upcoming insurance reserve meetings to find out what the current status of the grant is.

NEW BUSINESS

*Jerry Bergquist...At future meetings this association needs to put more focus on training issues!

*Steve Conmy...The new board needs to address this.

*Chuck Wilz...We need to look into how various telco's are treating individual 9-1-1 systems in terms of charges etc. And this association needs to be hearing more from the equipment vendors on the changes in system technology.

President Al Hanson presented plaques of appreciation to Past President's Sherwood Monroe, Jerry Bergquist and Steve Conmy.

President Hanson asked for volunteers to serve on the training committee for 1997.

Jerry Bergquist, Rick Hessinger and Sue Finneman will serve.

Next meeting...1-5pm Tuesday, January 14th, & 9am-noon Wednesday, January 15th, 1997. Comfort Inn, Bismarck. A block of rooms has been reserved.
