Old Business:
Senate Bill 3207
Terry Traynor and Jerry Bergquist gave an update on SB 2307. The committee is going to wait to work on the bill next week. Terry handed out the new proposed amendments. The House Committee feels the $1.00 fee is too high. They are looking at decreasing it. There is talk of $0.75. Right now it is just discussion and talk. Karen Kresbach says if it does not come out reasonable she would like it to go back to conference committee. The new proposed amendments were given to Terry by Olson and Cranda. As far as Terry knows there is nobody that is carrying the new proposals. Terry is asking to contact your legislatures to inform them of our position on the bill.
EMD Refreshers
Only 4 were used last year and the Association had okayed 5. Mountrail, Walsh, Barnes, and McLean Counties used these. Stutsman County will also be hosting one. Jerry Bergquist looked it up in the minutes. It stated that on May 14, 1998, the Association would pay for 5 EMD refreshers per year.
Attorney General’s Office
Jerry Bergquist said this is in reference to SB 2307. If you produced your database on a local level then this is public information. Jim Fleming from the Attorney General’s Office feels that this will be the second opinion to come out from the database information. Renner from Kidder County is the State’s Attorney and also the Attorney for Beck Communication. There was no further discussion on this issue.
New Business
Financial Report from Treasurer
Currently, we have $4,310.93 with all bills paid, except for Janelle Pepple’s postage expenses. Janelle Morgan moved to accept treasurer’s report and Janelle Pepple 2nd the motion. All were in favor. Motion passed.
EMS Day at the Capitol
The 9-1-1 Association will set up a booth to help support Derek Hanson for EMS Day at the Capitol. Don Phillips has loaned us the table display from Dakota NENA for us to use on this day. If anybody has any PSAP pictures to send them to Janelle Pepple, so she can display them on the board. Janelle is hoping that as many as possible come to help support this and it will also help support our SB 2307 bill, since the committee will be working on it next week.
Pete Eggiman made a motion to form a committee to look into our organization purchasing a display board. Janelle Morgan 2nd the motion. All were favor of the motion. Motion passed. Volunteers for the display committee are as follows:
Al Hanson, Mary Senger and Jerry Marschke.
Non-profit Status
Janelle Pepple received paperwork from the State’s Attorney from McIntosh County suggesting that it would be better for our organization to be a 509A2 non-profit status, instead of a 501C3 non-profit status. Janelle went ahead and signed the papers since the deadline was March 2nd. The ND 911 Association is now incorporated.
New 9-1-1 Coordinator’s Roster for State Radio
A list will be sent to each member. Please review and note any changes, then let Connie at State Radio know.
Election of a New Secretary
Explanation of the job was described since the Secretary/Treasurer position was split up. Janelle Morgan volunteered to take the position of Secretary. Gary Kostelecky made a motion nominations cease and Janelle Pepple 2nd the motion. All were in favor. All were in favor of Janelle as the new Secretary.
Concern About our President
Phils Roquette’s position and condition was brought into discussion. There is concern over the issues that our organization is dealing with, such as the Senate Bills and etc. without a President that is able to participate actively at this time. The Vice President is unable to take on the duties of the President. The possibility of a leave of absence was mentioned. Carmen Reed said that she would contact Phil tonight to ask him what he would like to do. Gary Kostelecky moved to table this issue until tomorrow and Fred DeBowey seconded it. All were in favor. Break taken.
Membership List
The latest membership list was sent around. It was asked that additions, deletions, and corrections be made.
Legislation
Jerry Bergquist and Pete Eggiman discussed that Senate Bill #2318 has been passed. This bill dealt with situations where there was a vote to increase a county 911 fee and it was voted down. This Bill would ensure that the county would not lose the current fee that they were charging. Senate Bill #2307 was also discussed. Issues have been raised by cellular companies about the amount of the monthly fee (they feel that $1 is too much) and who would benefit from that money. The bill is at the House Finance and Taxation Committee at this time. From the point of view of the ND 911 Association, if we have to compromise on the $1, would we want a lesser amount or to keep the $1 with a sunset clause? Del Johnston brought up the fact that the wireline phone providers are not necessarily in support of this bill due to the fact that it would actually support the wireless providers financially.
EMD Re-certification
Tim Weedrick from ND Emergency Health Services came to discuss the EMD Course and voluntary certification through his department. There is nothing in state law that says 911 dispatchers have to have this training. All EMD certifications are expiring on one of two yearly dates. When the card expires, that does not mean that you can not function as a dispatcher until you go to a refresher. The question was brought up as to how long the dispatcher has to take the refresher before they have to re-take the entire course. This issue needs to be brought before Derek Hanson and discussed with the Association. The State Health Department will only get involved in a mandatory certification if the ND 911 Association is in favor of this. The question was asked as to whether other EMD Courses, such as APCO could be substituted for the Medical Priority EMD Course. The idea of having UND-Lake Region’s Advisory Board take on the job of advising the EMD curriculum was discussed. Jerry Bergquiest made a motion seconded by Leo Banderet. All were in favor. Motion Passed.

Presidency
Carmen spoke with Phil last night about the Presidency. Phil chose to step down. Nominations were accepted for President. Janelle Pepple nominated Fred DeBowey. Ken Halvorson seconded it. No further nominations. Fred DeBowey moved nominations cease. Gary Kostalecky seconded it. All were in favor of Fred as President, except Fred. Since Fred was vacating his job as Treasurer, nominations opened for Treasurer. Janelle Pepple nominated Tammy Lapp and Fred DeBowey seconded. No further nominations. Fred moved nominations cease and Ken Halvorson seconded. All were in favor of Tammy as Treasurer. Motion passed. Motion by Jerry Bergquist to do something to show appreciation for Phil Roquett. Al Hanson seconded it. All were in favor. Motion moved.
State Trauma Committee Report
Al Hanson gave update on the State Trauma Committee. Al sees no future plans to bring any more trauma plans before us. He will continue to participate and monitor. No further discussion.
Legislation Issues
Legislation issues discussed again. All members of ND 911 Association were again encouraged to participate in EMS day on Monday March 15 at the Great Hall at the State Capital. Contact Janelle Pepple for more information. Suggestion to make up a brochure to hand out.

Round Table Discussion
Fred DeBowey suggested to contact board members with any problems. Fred Marquardt brought up AAA 911 cellular service being offered. Suggestion to have AAA come speak at next meeting. Next meeting will be in Minot in late June (June 6-12 out due to Boys State). Possibility of a cook out at the shooting range to blow off some steam. Terry Volk from Bottineau would like more information on GIS systems. Suggestion for a future committee to help give direction on these issues. Leo Banderet brought up Y2K issues and whether we are ready in 911. Janelle Pepple said State Radio is ready. The rest of ND may or may not be ready, but most are attempting to get prepared. Al Hanson said that if anyone would like to e-amil Fred D they can e-mail through him. Ken Jarolimich talked about an upcoming EAS test. Contact County Emergency Managers. Shawn Johnson is leaving March 19, so EAS will have someone new coming in. Janelle Pepple thanked everyone for making calls. Jerry Marschke said that it is critically important to contact your Representatives in support of our bills when asked to do so. Mary Senger talked to SCC’s Bonnie Browning and discussed the fact that the Rural Telco must send data base information directly to SCC, not to the 911 Coordinator and then to SCC. Jerry Bergquist stated how helpful Rick Hessinger has been with the legislative issues. Gary Kostalecky stressed that Rick said APCO will help with legislation if needed. Pete Eggimann said we need to recognize the Association of Counties for help with legislation-maybe a letter. Duwayne Hoffman suggested displaying pictures on display board. Del Johnston suggested getting a plan of action for a state-wide plan in the event the money comes through. May have to look at this issue prior to the next meeting. Statewide plan may have to have consultants come in. Carmen Reed wants to learn more about 911 technical wireless issues.
Motion made by Jerry Marschke to develop a fact sheet brochure to hand out to the public and legislators at the EMS Day at the Capital. Motion seconded by Gary Kostalecky. All were in favor. Motion passed.
